How Can I Join?
Volunteer Requirements
The following are required of each volunteer, in addition to general eligibility in the DSW program and active participation in trainings and drills.
- Volunteers must be acceptable to El Dorado County agencies including Animal Services and the Sheriff's department. A Live-Scan (criminal background check) is required for all responding volunteers.
- Must be at least 18 years old
- Must live within El Dorado County, or close enough to respond in a timely fashion
- Complete and return the Volunteer Applications (required), including the Animal Services Volunteer forms.
- Copies of your ICS Certificates for course completion of: IS100b (this is required prior to swearing in as a DSW and activation as a volunteer)
- Satisfactory background check, including Live-Scan. We will facilitate/coordinate this.
- Register as a DSW (Registered Disaster Service Worker) through Office of Emergency Services. This we will facilitate for you once the above is complete.
- NIMS/ICS instruction at the annual meeting

Q: Why do I need to get an IS 100 certificate?
A: To assure you have a basic understanding of Incident Command System (ICS) and National Incident Management System (NIMS) operations. The course will take from an hour and half to two and a half hours, depending on your internet. Please be sure to include a copy of this certification when you submit the membership papers.
Q: Is there any other ICS training?
A: Yes, each year, Sclar will conduct an annual meeting early in the season. An instructor from the El Dorado County Sheriff's office will provide additional information on operational details, functions and forms.

Q: Can I call you directly for evacuation assistance?
A: We are directed by El Dorado County Animal Services and ultimately, EDC Sheriff's office. If you require evacuation, please contact Animal Services directly for assistance. If deemed necessary, they will deploy our volunteers. (530) 621-5795 or call the COUNTY HOTLINE (created during emergencies and announced via internet, TV, and radio)

Q: Can I respond with my truck and trailer in the event of a disaster?
A: The short answer is no. There are circumstances wherein you may be sworn in by the Office of Emergency Services as a resource, although it is advisable to become a volunteer, receive your Disaster Service Worker status BEFORE an event. The emergency response personnel will not allow unknown persons to respond to homes under order of evacuation. They must know who you are, and have information on you as a responsible individual. This is vetted through the DSW program and the El Dorado County Sheriff's Department.
Q: I would like to help, but I don't have the time to become a member. How can I assist?
A: There are many ways you can help:
- Donations are always welcome, please feel free to send a check payable to Sclar Large Animal Emergency Evacuation; PO Box 1778; Diamond Springs CA 95619. Or use the PayPal link on our home page. We are a 501 (c)3 organization, and as such, your contributions are tax deductible as allowed by law.
- Attend any of the community awareness presentations on Disaster Preparedness for your animals
- Network with your neighbors and friends
Q: How do I join?
- We ask that members be active in the group and attend as many trainings and clinics as possible. We do have some required training. Your attendance, as these come up, may be mandatory.
- To begin the paperwork, please complete, sign and return to Sclar:
- Sclar Volunteer Agreement and Hold Harmless
- Member Information Form
- Sclar Operational Protocol
- IS 100 certificate of completion. This is an oline course, see item #3 below
- Complete the FEMA Incident Command System online courses, IS 100
- We will facilitate a background check for you, including a Live-Scan. You must be approved as a volunteer by El Dorado County Sheriff's office, El Dorado County Animal Services and Sclar. Sounds intimidating, but it's pretty basic. If any questions in this regard, please feel free to contact us.
- Attain a Registered Disaster Service worker (specific to Sclar), which we will facilitate. This is comprised of filling out a form and being sworn in by an OES Officer
